Planting & Trimming of Trees in Downtown
Our oldest running project is still “growing.”  Currently, we manage the plantings of new trees and trimming of all our 200 trees.  We began assisting the borough with the trees in 1973 when one of our members was involved in a Boy Scout/Eagle Scout Community Project.  Over the past decade more than $20,000 has been spent keeping the trees healthy and properly trimmed.

Main Street Victorian Style Street Lights
Fixtures are now in place and grace our Main Street.  This has been an “illuminating” experience.  The committee first proposed this project in 1994 and has had a hand in everything from specifications to the engineering aspects.  Currently, we are assisting the borough with installation and site selection.  The lights, about 50 in all, will blaze down Main Street from the borough line east to the borough line west.

With thanks to Senator Punt and Borough Council President Craig Newcomer, our committee was able to acquire a grant to fund welcome banners to hang from our new Victorian style street lights.  The committee was responsible for the design and manufacturing of the banners and our good friends at the borough handled the installation process.  The banners cost over $2000.00 per set and to date we have four sets completed.

Downtown Hanging Flower Baskets

This program was originally the brain child of the 2015 Group.  The Design Committee accepted it in 2007 and Carol Malin with many volunteers have done a wonderful job of managing to make our Main Street really “bloom.”  Approximately $20,000.00 in grant funding was secured by Senator Terry Punt and included resources for a brand new golf cart to aid in the daily watering of the plants.  The borough provides storage space for the cart and supplies at the borough maintenance shed.  Frank Bitner and Tom McCloud were instrumental in the design and fabrication of the steel mounting brackets.

Brick Crosswalks and Sidewalks on Waynesboro Center Square

After reaching a compromise between Penn Dot and the opponents of the refigured square, our proposal to the State was accepted and we now look forward to installation of new brick pavers in the summer of 2009.  This long and emotional project was achieved with much tenacity and a Senator’s guiding hand and fund-raising efforts.  Due to the endeavor of many, our district will reap the reward of these solicited aesthetic improvements with additional tax money coming back into our community.

Fluted Columns for Traffic Light Standards

In conjunction with the brick paver project and the traffic light replacement, we have specified the new traditionally styled standard for this project.  The borough has been working for years to get this antiquated system replaced, we simply attempted to make it more attractive.

Parking Lots Improvement - Phase I

Phase one of this project was to make the public aware we have free, and readily available, parking in the Rotary and Trinity lots.  The borough asked for assistance with a design that was traditional and suitable for our needs.  Our signage designer, Andy Barbazanes, did a perfect job and signs are now throughout Main Street and borough side streets.

Parking Lots Improvement - Phase II

Phase two of this project was to bring the public to Main Street.  The first step we accomplished was the closing of one alley and had it converted to a walkway on Mulberry Street, just south of Main Street.  Our hope is that this change will encourage foot traffic from the Rotary lot.  The next step was the existing walkway from the Trinity lot on Mulberry Street, just north of Main Street.  The newly opened walkways were paved and highlighted with brick print.

This project was an excellent example of our public/private consortium with the Borough Council Craig Newcomer and Senator Punt.  Mr. Newcomer was instrumental in bringing this project to completion.  The final step in the project will be to get the aforesaid areas well lit with wall mounted Victorian style fixtures to match the models on Main Street.

Parking Lot Improvement - Phase III

Phase three of this project is the actual parking lots.  We have received funding for a complete refurbishing of the Rotary lot.  Once again Council President Newcomer and Senator Punt were influential in raising over $100,000.00 for the new Victorian style light fixtures, shade trees, curbing and complete resurfacing of the lot. We have hopes of continuing this snowballing, overwhelming success into the Trinity lot.  The Rotary lot lights, trees and brick print will echo the look from Main Street and the walkways.  The construction will take place in the spring of 2008.  See renderings on our website which were done by committee members, Don Smith and Jodie Walker.

Patrick Brezler, a renowned local photographer, donated much of his time to this project in conjunction with services donated by Phoenix Color Corp. in Hagerstown.  We now have thousands of these glossy posters available for our fund raising projects.  Primarily, we use this money to purchase trees for the downtown area.

Traditionally Styled Trash Receptacles

Funded by an anonymous donation from a borough resident and grant funds from D.C.E.D., the design committee was able to acquire a new style receptacle for the downtown area.  The units are costly at $1100.00 each but they are durable and will last a long time.  Also, the new receptacles look great in conjunction with the design of the Victorian style light fixtures, traffic light standards, newly painted sign posts and parking meter poles. This project will expand annually - we’re cleaning up this town in style!

Lettered Signage


This project was originated years ago by the Vision 2015 Group; however, after a firestorm of protest by angry residents about the locations, they abandoned the idea in frustration.  Recently, we found beautiful fixtures in a warehouse and Frank Bitner went to work in his usual hardworking fashion.  Amazingly, he found suitable locations at every major artery coming into town and went about securing permission from all land owners . .  . And he got it! Way to go Frank! Frank was assisted by Tom McCloud.
The new signage will be located on Rt. 16 East and West of town, 997 north of the square and Rt. 64 South.  This project will be complete due to a united effort by many; it was proposed by the 2015 Group, paid for with State grant money, taken over by M.S.I., installed by the borough on four separate properties with individual owners, and three of them in the Township.    The signs will be planted with landscape shrubbery and maintained by a local contractor with donations from sponsors. The shrubbery was designed by a local landscape architect for free. What an amazing effort of teamwork!

Coordinate Volunteers and Work Release Programs

We have been actively coordinating this project for almost 10 years with such programs as Manito, Franklin County Juvenile Program Services, Vision Quest, and Waynesboro Area High School Trouble Youth.  It’s a simple matter but requires a lot of time.  The workdays have included:  1) Sweeping all sidewalks on Main Street from the borough line to borough line.  2) Planting  ivy below the downtown trees.  3)  Painting of all sign posts and parking meter poles to match street lights, trash receptacles, traffic control bollards (we learned this trick from other communities, one uniform color throughout the downtown – BLACK!)  4)  Remove graffiti from walls in public areas.  5) Scrub store and building fronts.  6)  Walk the alleys behind Main Street and pick up trash.  Some weeks we have 10 to 12 volunteers and supervisors, often working 6 to 8 hour days.  We are given credit toward our “in kind” donation toward grant contributions at $17.50/hr.  Some months we acknowledge a benefit to the borough and community of $5000.00 in services.  Pretty nice benefit to all, and the kids get a real sense of achievement, we also provide a warm lunch.

We have requested the borough council to budget a part-time worker to help manage these hands on projects.  Up until now we have provided this service but we need help keeping everything in order, especially between our volunteer outings.  This person could also eventually take over the flower watering.

Ordinance Revisions
In conjunction with our Design Guidelines and the borough wide Property Ordinance Revisions, we are working with Borough Council to create a more historic appearance and character in the downtown area to improve and protect our unique architecture.  The acceptance of the zero foot set back ordinance was a major cause we lobbied in favor of for many years.

Assist with Grant Funding

We provide assistance as needed for everything from application to project design for both Façade Improvement and Downtown Business Development Grants.  To date, we have had a hand in almost every single project completed.  Need some money or design advice . . . . Come See Us!

Miscellaneous Projects

We think it’s amazing what we have been able to coordinate by simply working with local businesses, the borough, and property owners.  We merely see something that would benefit the community then suggest a proposal.
Here are just some projects completed:

Installation of a traditionally styled sidewalk clock at Susquehanna Bank's Center Square location.

Removal of an unsightly tree containment barrier at M&T Bank and the clean up of public areas on the square.
Working with the borough to:

1.

Get trees mulched and weeded as needed.

2.

Get faded signage replaced on Main Street.

3.

Shoveling and clean up of new pedestrian walkways.

4.

Straightening of all posts and signs, providing a tidy appearance.

5.

Removal of problem trees, weeds, trash.



“Punt's Pavement” Project

Our largest proposed undertaking thus far is the brick print repaving of all the downtown sidewalks on both sides of Main Street from Grant to Broad Streets.  This is amazing to even consider but, it has been deemed as “doable” by the “powers that be.” Grants, funds, personal endowments and property owners are to be combined to make this our most notable contribution ever.  Be watching for details as this exciting project develops.
